Government To Clarify Independent Safeguarding Authority

According to this report in the Guardian, the Secretary of State for Children, Schools & Families is to 'clarify' how the ISA should operate.

On the basis that the Safeguarding Vulnerable Groups Act 2006 is 'a load of balls' anyway, who better to explain?
